If you are planning on constructing any building other than a single or double family dwelling, you will need to review your plans with the State Fire Marshal's Office. This would include any addition to an existing building or conversion of an existing building to another use.

Before constructing any building (including mobile homes) for human occupancy or use, a permit is required for a sewage disposal system and water supply system unless public water and public sewerage is available. If the building will utilize onsite water supply and sewage disposal, before approval for a use and occupancy permit can be approved by this office a Certificate of Potability for a well must be issued and the septic system must be inspected. This office must review any addition or alteration to an existing building or septic system. Before subdividing land or offering lots for sale, it is necessary to have the lots evaluated for sewage disposal and have a plat prepared. A permit is required for a public swimming pool, food service facility, bathing beach, camping area, or mobile home park and plans must be submitted for approval before construction begins. Proposed businesses which may be a source of air or water pollution must comply with all MDE requirements, i.e. an air quality permit to construct for fuel burning equipment, paint spray booths, chemical processing, etc. Also, any commercial or residential open burning activity requires an air quality control permit.

The Garrett County Sanitary District operates the Deep Creek community sewerage system, McHenry water system, Kitzmiller water and sewer systems, Shady Acres sewer system, Gorman water and sewer systems, Shallmar water system, Mt. Lake Park-Loch Lynn water system, Bloomington water and sewer systems, Crellin water and sewer system, Hutton sewer system, Friendsville water and sewer systems, Chestnut Ridge sewer system, Jennings sewer system, the Deer Park sewer system (water system in the future) and the Keyser's Ridge water system (operational in spring 03). Should your proposed construction need a sewer tap or water tap to the listed systems, you will need to obtain tap approval from the Sanitary District. Application fees and connection fees must be paid prior to receiving approval from the District. Municipalities not listed must be contacted for appropriate water and sewer taps.

Zoning - If your proposed development activity is located within the Deep Creek Lake drainage basin or within the incorporated towns of Grantsville, Friendsvislle, Accident, Loch Lynn Heights, Mt. Lake Park or Oakland a zoning permit must be secured from the Garrett County Zoning Office.
Address - The Planning Office is responsible for assigning new addresses countywide as well as within the Town of Deer Park.
Subdivision - Subdivision approval is required through the Garrett County Planning Commission for all newly created lots and the addition of property to existing lots prior to the offering of lots for sale and/or the transfer of property.

If you plan on constructing a new commercial or residential driveway access onto a state highway, you will need an access permit from the State highway department. This also applies if you propose a change in use on the property from an existing entrance or change to an existing entrance. Culvert requirements and sight distance will be evaluated.

A permit (Nontidal Wetlands and Waterway Construction Permit) is required from the Water Management Administration prior to: (1) changing, in any manner, the course, current or cross-section of any stream or body of water within the State, including changes to all 100-year floodplains (mapped as well as unmapped); (2) undertaking regulated activities in a nontidal wetland or within 25 to 100 feet of these areas. Property owners who want to be certain whether an activity is regulated or whether nontidal wetlands exist on their property should consult the Department or professional a wetlands delineator. The G. C. Planning & Zoning Office has guidance maps showing many of the larger wetlands in Garrett County.
