JOB TITLE:           Director of Human Resources
REPORTS TO:      County Administrator

 
SUMMARY:  GENERAL DEFINITION OF WORK
Plan, direct, and coordinate human resource management activities to maximize the strategic use of human resources and maintain functions such as: employee compensation; recruitment, selection, and retention; personnel policies an procedures; regulatory compliance; employee and labor relations; benefit analysis and administration; training and development; performance management; risk management; employee health and safety; etc.  Coordinate and lead labor negotiations with bargaining units.  Serve as liaison between County management and employees.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Provide overall strategic human resource management leadership to the County.
  • Oversee development and implementation of human resources policies, procedures, programs, and services.
  • Serve as a representative of County management on labor agreements and contracts
  • Serve as a County representative on the Garrett County Health Care Coalition.
  • Serve as internal consultant to management team, supervisors, and employees on human resources issues that affect performance and employee relationships.
  • Provide counseling and guidance to individual employees.
  • Oversee recruitment - advertising, reviewing applications, establishing qualifications, reviewing applications, and coordinating the hiring process with Department Heads and County Administrator.
  • Serve as liaison between management and employees through such activities as providing information, answering questions, interpreting and administering contracts, and helping to resolve workplace issues.
  • Oversee and coordinate employee discipline process, including corrective action, grievances, progressive discipline, termination, unemployment hearings, etc.
  • Maintain and administer Employee Performance Appraisal System and ensure of completion.  Provide evaluation and appraisal training to management and employees.
  • Review, update, develop, and implement Board of County Commissioners policies and procedures and communicate changes.
  • Analyze training and development needs; coordinate and/or provide training.
  • Manage work activities of specialists and staff relating to benefits administration, employee health and safety/risk management/workers’ compensation, and employee wellness programs.
  • Ensure County compliance with Federal and State legislation affecting human resources policies and procedures.
  • Prepare departmental budget and work with other departments to determine personnel needs to be submitted as part of budget process.
  • Oversee/perform various administrative tasks in support of own work, including maintenance of employee files, applicant database, telephone calls, correspondence, etc.
  • Serve as EEO/Affirmative Action Officer for County.
 
QUALIFICATIONS:
Advanced knowledge of the principles and practices of human resource management; working knowledge of county government organization and management decision-making principles and practices.   Knowledge of Risk Management and related issues.  Demonstrated ability in oral and written communications; development of policies and programs for human resource management; and supervision of a staff of professionals and paraprofessionals.  Strong interpersonal skills.  Ability to be proactive, questioning, insightful, and innovative.    Ability to deal with extremely sensitive information.  Ability to negotiate labor agreements.
 
EDUCATION AND EXPERIENCE:
  • Graduation from an accredited college or university with course work or training in human resource management, business administration, public administration, or other field related to the work is required.
  • Considerable experience as a manager in human resources and as a specialist in one or more functions of human resource management. 
  • Master’s degree in human resources management field and senior-level human resources management experience in the public sector - including staff supervision, and professional certification is preferred.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.
