POSITION ANNOUNCEMENT
 
Department of Economic Development Director
 
Garrett County Government is seeking a highly qualified professional to formulate and administer a comprehensive economic development program with the inclusive goal of developing economic and employment opportunities for County residents and expanding the County’s business and industrial base.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES: 
Develops infrastructure (industrial parks, shell buildings, utilities, transportation, etc.) to support business growth and expansion.
Serves as liaison for local businesses on behalf of the Board of County Commissioners.
Prepares strategic plans in cooperation with other state and local affiliated entities
Prepares and presents annual budget for approval by the Board of County Commissioners and County Administrator.
Responds to information needs of the public, business community, elected officials, and local communities.
Represents the County Commissioners on committees, boards, task forces, etc. as appointed.
Markets, monitors, and promotes the County to business prospects.
Oversees the administration of the County’s, enterprise zone, tax credit, and bounty programs.
Works with State and Federal agencies to secure funding for economic development initiatives/projects.
Identifies workforce skill needs of the business community and coordinates action with educational and training institutions to develop and provide the appropriate training/educational programs.
Represents the business community’s interest in the policy formulation process.
Provides project management direction and oversight.
Review and respond to company proposals and client’s requirements for specific economic statistics, workforce demographics, business sector and community characteristics, and incentive programs
Other duties as assigned.
 
QUALIFICATIONS:
Excellent communications (oral and written) skills
Program management experience.
Basic financial management knowledge.
Ability to build consensus.
Excellent problem solving skills.
Knowledge and understanding of the local area.
Excellent strategic planning skills.
 
EDUCATION and/or EXPERIENCE:
  • Master’s Degree in business administration, public administration, marketing, or a related field is desired.
  • Bachelors Degree with equivalent experience in marketing, small business management, financial management, or project management is required.
  • Supervisory/management experience
  • Ability to monitor and promote efforts to attract new businesses
  • Extensive experience in the development of entrepreneurships with cooperation of affiliate agencies
  • Demonstrated experience in the development of plan and implementation for aggressive approach to increase population full and seasonal.
