JOB TITLE:  County Administrator
REPORTS TO: Board of County Commissioners
SUMMARY:  Serves as chief administrative officer of the County.  The County Administrator as the chief administrator of the County with responsibility for the administration of the various functions of government in accordance with the policies of the Board of County Commissioners.  The position oversees, directs, and manages the operations of County Government departments and reports to the Board of County Commissioners.
  1. Plans, directs, controls and coordinates diverse work programs of the County.
  2. Establishes and monitors controls to evaluate department performance in meeting program and County objectives
  3. Takes appropriate actions to correct performance and to adjust programs to meet requirements.
  4. Establishes goals and objectives for the organization
  5. Approves work methods and procedures
  6. Reports on overall progress and effectiveness of programs.
  7. Ensures economic use of resources
  8. Establishes policies, procedures and guidelines for budget preparation
  9. Expenditure monitoring
  10. Procurement of material
  11. Establishes and maintains means of coordinating plans and schedules among departments, with the Board of County Commissioners and neighboring counties, and with state, federal and       other county agencies
  12. Reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities
  13. Ensures that County activities do not conflict with County policies and procedures.
  14. Directs preparation of management, program and special reports
  15. Prepares for emergencies and anticipates events
  16. Understands the factors and conditions affecting the organization and responds appropriately when these change.
  17. Directs preparation of management reports; develops and presents conclusions and recommendations.
  18. Communicates understanding and support of County goals and programs through actions and spoken and written words
  19. Interacts effectively with individuals and groups at all levels, the Board of County Commissioners, the general public and representatives of business community and other government organizations
  20. Maintains ties with external organizations
  21. Keeps all interested and involved parties informed of matters requiring their attention.
  22. Ensures compliance with all applicable policies, rules, regulations and laws
  23. Stays abreast of legal, regulatory and policy developments affecting areas of responsibility
  24. Enforces legal and regulatory requirements impartially
  25. Coordination of communication with Maryland Association of Counties, State of Maryland offices and officials, and local delegation to the Maryland General Assembly.
  26. Attends professional meetings and keeps abreast of modern developments in public administration. 
  27. Hears and investigates citizen and other complaints and responds to citizen requests for information or action. 
  28. Performs related work as required.
  29. Other duties may be assigned.
Principles and practices of public administration as applied to local government. Effective techniques of management leadership, direction, and control. Personnel law in accordance with federal, state, and county guidelines.
  1. Develop plans, guides and policies for the overall operation of County government.
  2. Provide leadership to County managers in achieving goals and objectives of the Board.
  3. Formulate policy and operational recommendations and options for Board consideration.
  4. Analyze the short and long term effects of policy decisions and programs on the County.
  5. Deal effectively with the public.
  • Bachelor’s Degree in Public or Business Administration or in a related field from a recognized college or university is required. 
  • Master’s Degree in these fields is preferred; however extensive professional experience may be supplemented for this prerequisite.
  • Six (6) years of progressively responsible administrative and management experience in state, county, municipal government, or ten (10) years of management level experience in private industry.
Salary will set by the Board of County Commissioners.  Experience and performance will also be considered for compensation level.
Responsible for the overall direction, coordination, and evaluation of the Garrett County Government.   Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
