GARRETT COUNTY ETHICS COMMISSION

The GC Ethics Commission is composed of three (3) members appointed by the GC Commissioners.  5 Year Term
 
A primary duty of the Ethics Commission, is to develop procedures and policies for the processing of complaints to make appropriate determinations regarding complaints filed by any person alleging violations of Garrett County Government Code of Ordinances – Chapter 34: Ethics.

GARRETT COUNTY CIVIL SERVICE BOARD – 1 Position

The Garrett County Civil Service Board is comprised of three (3) members.  Two (2) Members are appointed by County Commissioners for a two-year and three-year term. One (1) member is the representative appointed by the employees will serve for a two (2) year

The primary duty of the Garrett County Civil Service Board is  to perform the duties prescribed in the rules and regulations, the Code of Garrett County, and any other duties assigned to it by the Board of County Commissioners.

GARRETT TRAILS ADVISORY COMMITTEE – 3 Year Terms

The Garrett Trails Advisory Committee is appointed by the Garrett County Commissioners for Three (3) Year Terms.  This Committee was formed from members of the Garrett County Recreational Trails Task Force.
 
A primary duty of the Garrett Trails Advisory Committee is to serve as an important role in ensuring the coordination of implementing a county-wide trail plan, helping connect Garrett Trails to key decision makers, policy, and constituencies and support ongoing trail use and maintenance.  Three (3) Year Term.

GARRETT COUNTY PROPERTY TAX ASSESSMENT APPEALS BOARD – 1 Position - Full Member

The Garrett County Property Tax Assessment Appeals Board is composed of three (3) regular members plus one (1)alternate with 5-year term limits – Appointed by the Governor. 

In accordance with Tax Property Article § 3-103 of the Annotated Code of Maryland, the Board of County Commissioners will submit a list of three (3) nominations for each vacancy for the Governor’s consideration in making these appointments. Interested individuals in serving on the Garrett County Property Tax Assessment Appeals Board are asked to contact the Board of County Commissioners for consideration of appointment. 

A primary duty of the GC Property Tax Assessment Appeals Board is review property tax assessment appeals.

Note: Opinions previously issued by the State Ethics Commission, which provide that members of local property tax assessment boards, may not be actively engaged in real estate sales or appraisal.

ADULT GUARDIANSHIP REVIEW BOARD – GC – 1 Position – Local Citizen Rep.

The Garrett County Adult Guardianship Review Board is comprised of 9 members mandated by the State (attorney rep., a local non-profit Social Services agency professional rep., a physician and psychiatrist, two local citizen rep., a rep. from the local Office on Aging, public health nurse, a GC Department of Social Services rep.). Three-year term limits

The primary duty of the Garrett County Adult Guardianship Review Board shall be to safeguard the welfare of persons with disabilities. The Garrett County Adult Guardianship Review Board reviews guardianship cases and makes recommendations to the Court to either continue, modify, or terminate guardianship of the person.

GARRETT COUNTY COMMISSION FOR WOMEN – 1 Position

The Garrett County Commission for Women is comprised of fifteen (15) members. Five (5) discretion members shall be appointed by the Garrett County Commissioners. Ten (10) nomination members shall be appointed by the Garrett County Commissioners from a list provided by the incumbent Garrett County Commission for Women.

The primary duty of the Garrett County Commission for Women shall be to promote a positive image of women, advise county government, advance solutions, and serve as a countywide resource to promote social, political, and economic equality for women.

GARRETT COUNTY LOCAL MANAGEMENT BOARD – 2 Positions – Commissioner Representative

The GC Local Management Board is composed of fourteen (14) members. Seven (7) members are permanent by office and seven (7) members are appointed by the GC Commissioners for a Three (3) Year Term.

A primary duty of the Garrett County Local Management Board is charged with planning, coordinating, funding, and monitoring interagency services to children, youth, and families. The purpose of this corporation is to promote a stable, safe, healthy environment for all children and families, thereby increasing self-sufficiency and family preservation.

GARRETT COUNTY MENTAL HEALTH ADVISORY COMMITTEE – 2 Positions – General Membership

The GC Mental Health Advisory Committee (MHAC) is composed of Five (5) General Membership members, Five (5) to Seven (7) Agency Representative members, and Five (5) Ex-Officio Members. Members are appointed by the Board of Garrett County Commissioners for a Three (3) Year Term.

A primary duty of the Garrett County Mental Health Advisory Committee shall be to serve as advocate for a comprehensive mental health system for persons of all ages in Garrett County.
