Notice of Public Hearing: Proposed CDBG Grant Applications and Current CDBG Projects

NOTICE OF PUBLIC HEARING
November 17, 2020 at 4:00 pm
 
The Board of County Commissioners of Garrett County, Maryland, at 203 South Fourth Street, Room 209, Frederick A. Thayer, III Courthouse, Oakland, Maryland 21550 will conduct a Public Hearing to obtain the views of citizens on community development, economic development, housing and homeless needs, and to offer citizens the opportunity to hear and review plans for applications which Garrett County proposes to submit to the Maryland Department of Housing and Community Development (DHCD) for funding through the Community Development Block Grant (CDBG).  
 
Citizens will have the opportunity to discuss proposed projects and to provide input on other needs to be considered.  The project(s) proposed to be considered for submission to the CDBG Program requesting funding include a regional wastewater treatment plant, a home repair program, a senior center, and/or a homelessness initiative project.  Applications are due to the DHCD on Friday, December 18, 2020 by 2 PM.
 
The Public Hearing will be Live Streamed at https://www.facebook.com/garrettcountygovernment/ on Tuesday, November 17, 2020 at 4:00 pm.  Application draft(s) will be available for the public to review Monday, November 30, 2020 through Friday, December 4, 2020 by accessing them using the Username CD&H and Password CDH2021 at https://www.garrettcounty.org/economic-development/fileshare/md-community-development-and-homelessness.
 
This Public Hearing will also provide information on the progress of other open projects funded by the MD CDBG program, to include the Bloomington Water Treatment Plant and the Parkwood Renovation project (a.k.a. Chautauqua Workforce Housing).
 
Citizens will be furnished with information including, but not limited to: the amount of CDBG funds expected to be made available for the current fiscal year; the range of activities that may be undertaken with CDBG funds; and any other proposed projects that may be considered for submission.  The State of Maryland’s allocation of federal funds for Community Development projects for the state fiscal year 2021 is estimated to be $5,000,000. 
 
The Maryland Community Development Block Grant Program is a federally sponsored program designed to assist units of general local government with activities directed toward neighborhood and housing revitalization, economic development, improved community facilities and services, and homeless initiatives.  Maryland's Program is administered by the Department of Housing and Community Development, in close cooperation with Maryland Commerce.
 
The Maryland CDBG Program reflects the State's economic and community development priorities and provides public funds for activities which meet one of the following national objectives, in accordance with the Housing and Community Development Act of 1974, as amended that:
 
  1. benefit persons and households of low and moderate income;
  2. aid in the prevention or elimination of slums or blight;
  3. meet other community development needs of an urgent nature, or that are an immediate threat to community health and welfare.
