Description:  The Board of County Commissioners of Garrett County, Maryland will accept sealed bids for the construction of a new water storage tank along Route 40 in Keysers Ridge, Maryland.  The Keysers Ridge Water Storage Tank project consists of providing a 245,000-gallon bolted steel tank, tank foundation, tank mixing and heating, level transducer vault, packaged chemical building, including HVAC and electrical, water mains, site work including grading, electrical, fence and gravel driveway and all incidental items as specified.  A bid bond in the amount of 5% of the total bid amount shall be submitted with each bid.  A performance/payment bond in the full bid amount will be required of the successful contractor.

Garrett County Airport West Apron Construction Contract 2019-01

A Pre-Bid Meeting will be held at 10:00 a.m. on February 20, 2020 in the Terminal Building at the Garrett County Airport (2G4) located at 771 Airport Road, Accident, Maryland 21520.
Description: The Project will entail the construction of approximately 10,100 square yards of asphalt aircraft parking apron on the northwest side of the airfield.  As part of this project, temporary erosion and sediment controls will be installed to mitigate the temporary runoff created by over 250,000 cubic yards of excavation to prepare the subgrade for the proposed pavement section.  Also included will be the construction of an open and closed drainage system conveying site runoff to a new Stormwater Management Pond required to mitigate runoff from the site for all future impervious development and the construction of the proposed pavement section; which will consist of a course aggregate base and asphalt surface course.  The finished pavement surface will be striped with surface painted markings to allow for the safe maneuvering of aircraft in this area.  New apron edge lighting will be installed adjacent to the proposed apron and power will be provided to a new L-807 Primary Wind Cone to be installed on the south side of the existing Runway.  The excess excavation material from this project is to remain on airport property and placed and compacted on the south side of the Runway.
NOTICE IS HEREBY GIVEN, that the Garrett County Maryland, Board of Commissioners will receive proposals for Contract 2019-01 until 1:30 PM on March 12, 2020. The proposals will be publicly opened and read aloud at 2:00 PM the same day on March 12, 2020 at the Frederick A. Thayer III Courthouse - Administrative Building 203 South Fourth Street Room 209, Oakland, MD 21550.
Contract 2019-01 includes: Construct West Apron.
The drawings, specifications and other contract documents are on file and open to the public for inspection during normal business hours at the office of the Garrett County Purchasing Department, Frederick A. Thayer III Courthouse-Administrative Building, 313 EastAlder Street, Room 104, Oakland, MD 21550. Prospective Bidders are encouraged to access the Garrett County Purchasing Department website at, where instructions will be provided for downloading free, electronic copies of the project documents for review. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. The Garrett County Maryland, Board of Commissioners expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 5% (five percent) of his/her Project Bid. Said security shall be in the form and
subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders, must enter into the Agreement and furnish a Contract Bond and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents.
Wages as predetermined by the US Secretary of Labor and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual.
The Garrett County Maryland, Board of Commissioners, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary,Part 26, Nondiscrimination in Federally-assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged
business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Garrett County Maryland, Board of Commissioners is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. Overall goals have been established as 3.97% for Disadvantaged Business Enterprises for the fiscal year 2020. The County is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal. Proposals must
include the percentage involvement of Disadvantaged Business Enterprises along with the names of the firms involved, and the completed certification. Please note that certification as a DBE by the MDOT Office of Minority Business Enterprise is separate and distinct from other certification programs. The only source that should be used for verification of current eligibility of a DBE Firm is the MDOT Office of Minority Business Enterprise website at Physical certification letters and/or
expiration dates should not be requested from DBE Firms.
